How do you determine a discount rate when you are given a range of interest rates?

I need the rate to discount . The interest range is 4- 18 %. 4 % either understates and 11 % being a mid point may be an option. But what reasoning can there be?
Thanks

Selecting a discount rate depends on several things including the time value of money, length of time, the risk of the project/cash flows and the company's WACC. It depends on what you are discounting.

I typically use a discount rate similar to the company's incremental borrowing rate if they were to purchase the asset that is being leased.
