Empty Box 1 - Can't efile

Hello, I worked in Illinois as full-time resident and traveled to New York for couple of weeks. For this, I received two W2's from the employer, where first one has all federal and Illinois state wages, and second W2 has only NY state wages filled in. It doesn't have box 1-14 filled and only has NY state wages. Because Box 1 is empty in the second W2, it seems I cannot e-file and only paper file. Is there anyway to get around this and e-file?
