I'm a sole trader working as a pet sitter, house sitter and dog walker. I need to purchase new wellies, and waterproofs. Can theses items be claimed as expenses?

Yes! they can be as they are required for you to do your job as a pet sitter and dog walker.

I would disagree here. Tax rules allow for certain items of clothing to be deductible - such as safety equipment (eg hard hat on a building site) or logo'd uniform, but the items you describe are neither. There is some guidance here which might be useful to you:

The rule at play is that an expense must be "wholly, exclusively and necessarily" incurred in the course of a business to be an allowable expense. Wellies and waterproofs would fall into the category of 'everyday' wardrobe even if they aren't worn for anything else asides from walking dogs in the course of the business, so wouldn't be allowed as a expense for tax purposes.
