USA Question Calculating Sales vs Excise Tax

Greetings. Question: I'm a software developer and one of my projects involve calculating state excise tax on certain products (like tobacco). My understanding is that sales is computed based on the total sale price of items sold. With excise tax is the tax applied per item and not the total? Any help would be greatly appreciated.
