USA State Tax Witholding

I'm new to this forum and I have a quick question that I need help with.

My company just hired a new sale person who will worked and reside in TX. Our company are located in California.

Which state does he subject to withholding, Texas or California?

if the sale person live in Texas. I believe he have to withholding state of Texas.
