Three Envelopes

Taking over the Controllership of a large company, the controller sits at this large desk and in a newly remolded office. On the top of the desk is a notepad with a note scribbled on it. It says, "When things get tough, look in the bottom drawer on the right and use the envelopes - first number 1, then 2, then 3.
The new controller doesn't think much about it, but there they are, three envelopes marked as described.
After two weeks of utter chaos, the new controller rethinks the three envelopes. So, in the solitude of the new office, he opens the bottom drawer on the right and reaches for envelope number 1.
It reads... " When things get tough, tell them you're new and getting adjusted."
So, at the next general meeting, he does just that.
A few more weeks go by and things are getting worse.
So, in the solitude of the new office, he reaches opens the bottom drawer on the right and reaches for envelope number 2.
It reads.. "Blame everything on your predecessor."
So, at the next general meeting, he does just that.
At the end of the first quarter, things are a disaster.
In the solitude of the new office he opens the bottom drawer on the right and picks up envelope number 3.
