I would like to coordinate a promotional event with a local celebrity ...much like a matching charity donation.

The goal is for my celebrity associate to purchase $5000 worth of services from my business.
Then my business would provide $10,000 worth of services to his local charity.

The goal is to make the $5,000 purchase (by the local celebrity) a charitable donation that can be written off his personal taxes.

Does anyone have any idea of the process?

You actually can't. First of all, donations of services are not tax deductible. You can only deduct the amount of hard costs you incurred. secondly, the hard costs are only dedcutible if you are contributing to a qaulified charity and I dont see that in your post...
