USA Jan Pension payment received in Dec / 1099 deadline

-My pension trust assures me unequivocally that the monthly payment they made to me on Dec 30, 2016 will NOT be included in my 2016 1099-R (funds WERE available to me for withdrawal on 12/30; we are allowed to file W-4 or do qtrly). I am skeptical about this and it matters because I have to file quarterly report by Jan 17 or file and pay all tax by Jan 31. I simply cannot wrap my arms around the Trust’s claim but maybe there is an exception of some sort due to a requirement that payments be made to retirees no later than the first of each month (cannot of course make funds available on Jan 1).

-Also, how are people like me supposed to be able to file quarterly--or even pay all tax due by 1/31--when 1099s are not required to be issued until 1/31? I must be missing something here.
