USA Market linked CDs

Unlike traditional CDs, the market linked CDs are linked to the performance of securities or market indexes. The principal investment is guaranteed by a bank at maturity but the potential return of the CDs depend on the performance of the linked index. Does anyone know if this should be reported at fair market value for the financial statements?
