Simple (?) VAT query

Hi

I have a Curacao based company. A UK company is billing me and trying to charge me UK VAT on its administration fees. I don't think this is correct - firstly it's a B2B invoice and even given that it's a foreign company.

Am I right or are they right?

VAT should be Zero rated if the goods are sold outside UK
