USA 403B to Roth Conversion in PA

Hello, I converted (direct rollover) 10k from my old 403B (pre-tax) to Roth IRA in late 2013. Do I need to pay PA income tax? My understanding is this conversion should have the same rule as conversion from traditional IRA to Roth so, I don't need to pay PA tax.

BTW, I shouldn't even use PA when I did the conversion since I moved out of the US in early 2013.
