USA Clarification of what is considered a situs account

I am asking since there are different tax rules for situs vs non situs accounts for non residen aliens. The IRS states that this is not considered situs:

Bank deposit interest that is not effectively connected with the conduct of a U.S. trade or business.

Does this mean that a normal personal account is not considered situs?
