USA Employee reimbursement for hotel

An employee receives a weekly hotel stipend (per diem?), is this considered income and is it taxable or non-taxable?

Apparently you don't know what an Accountable Plan is otherwise you wouldn't be asking this question.
To not be taxed, the employee should provide a documented log with receipts of expenses paid while
on business and given to the employer. The excess that's not documented is taxable income.
Without it - ALL of the stipend is taxable income.
