USA Foreign Qualification in CA

We have a corporation registered in Delaware headquartered in CA.
Is our legal address in CA the reason for obtaining Foreign Qualification?
- If so, should we obtain it right away after registrating the compay?
- Our company is registered in March 2016 but hasn't had its bank account yet, How should we date Foreign Qualification in CA?
