I am a foreigner and moved to the US in 1990. In 1992 I lost money in the stock market and the IRS wrote me that I have to file taxes. So I did. And never again. The reason why I have not files is not because I am trying to evade taxes but that I have never made enough money where I would have had to pay taxes. I know I should have filed though.

For various reasons I want to file now for 2018. Am I going to be ok or am I opening Pandora's box where they suddenly will want alll returns from previous years. Am I running a risk here? There is also a chance that a vindictive ex will report me. I am certain I don't owe any taxes but am still terrified of the remifications. Thank you much.

If you are correct that you did not file because you never earned enough to be subject to filing then you will be OK. Besides filing the federal return be sure to also file your state return.
