Non uk Resident BTL property

Hi,

Im looking to buy a buy to let apartment for 100k, with a yearly gross income of £7200. i ma not a UK/EU citizen.
can i benefit from the £11000 tax allowance? if not, can i offset the running costs before paying the taxes?
