USA NYS Addition for Charitable Contributions

IRS permits single taxpayers to deduct $300 in charity even if taking the standard deduction. In 2020, NYS had taxpayers add this back as a "de-coupling" adjustment on form IT-558 with a code of A-003. For 2021, code A-003 has disappeared from NYS instructions. I cannot find anything online that says NYS permits the deduction of the $300. Do they?

That is because IRS changed the location of where the deduction is on Form 1040.
Last year it was deducted BEFORE Federal Adjusted Gross Income, which is the starting point for the NYS Tax return.
This year, IRS placed it AFTER the Federal AGI line, so it didn't effect the NYS return for this year.
