Taxpayer received an income execution letter for an administrative tax return filed seven years ago. Taxpayer did not file a NYS tax return because Taxpayer was working in an overseas location, but corporate office is in New York. Is it possible for New York State to reverse or reduce the balance due or challenge the amount due after an income execution letter has been issued?
