Polish Taxes

My friend is a US citizen, will collect US social security, and also has a retirement account in a Polish bank, as he used to live in Poland. Once he sends the bank proof of his retirement, they will release the money and he has to pay an 8% Polish tax on any withdrawls. What US taxes will he have to pay when he brings the money to this country?
