UK Roles of Accounting

Hi all, I am a student studying accounting and I have questions on the roles of accounting.

This is what I have on my textbook:

it shows 2 roles, decision making and stewardship, however, why is there a paragraph (circled) under stewardship that is similar to decision making? Isn't a steward just given the responsibility to manage a business despite not owning it?

Also, what is the main role of accounting? Thanks in advance!
