If the employer is employing one employee aged under 22, do they have to submit a declaration of compliance to the pensions regulator?

It is my understanding that all employers have to submit the Declaration of Compliance even if no-one is enrolled.

More info here: https://www.thepensionsregulator.gov.uk/en/business-advisers/automatic-enrolment-guide-for-business-advisers/10-completing-the-declaration-of-compliance

Which client must the declaration of compliance be completed for?
A declaration of compliance has to be completed for every employer who employed staff on their duties start date, even if they have not had to enrol anyone.
