UK Do all employers have to submit a declaration of compliance?

If the employer is employing one employee aged under 22, do they have to submit a declaration of compliance to the pensions regulator?

It is my understanding that all employers have to submit the Declaration of Compliance even if no-one is enrolled.

Which client must the declaration of compliance be completed for?
A declaration of compliance has to be completed for every employer who employed staff on their duties start date, even if they have not had to enrol anyone.
