USA Hiring someone from Romania remotely as CTO

Hello!

If I hire someone who will be working remotely from Romania as the CTO of my company,
how would he handle the taxes? Does he have to start paying taxes in the US or in Romania?
He will be working only remotely from Romania doing software development.
