I am a sole proprietorship that operates a web business. I make payments to corporations from time to time for instance to Google for advertising, to web hosting for hosting, to ad agencies for graphic design. All of them identify themselves as corporations.

When do I need to ask for a w-9 and when don't I in order to be able to write of the expense for my web business.

Based on my understanding is I don't need to request a W-9 for C and S corporation unless it is for one of the below situations:

Medical and health care payments reported in box 6.
Fish purchases for cash reported in box 7.
Attorneys' fees reported in box 7.
Gross proceeds paid to an attorney reported in box 14.
Substitute payments in lieu of dividends or tax-exempt interest reported in box 8.
Payments by a federal executive agency for services (vendors) reported in box 7.

Let's make this easy: ALWAYS ask your vendor to fill out a W-9.
Why?
At tax time you have to send 1099s out based on their tax status and the W-9 gives you that info. Makes your 1099 process easier.
